Rather I would advise IT guys to install the console on their laptops. If you have a team who regularly use SCCM console to perform daily tasks, it is not recommended to use the console installed on site server. However you cannot connect a Configuration Manager console to a secondary site.
Using Configuration Manager console, you can either connect to a central administration site or a primary site. The SCCM admins use the console to manage the Configuration Manager environment. When you install the SCCM, the console is also installed on the server.
